Equipment of "Hermitage" testbed 

Equipment of testbed shore segment

Shore segment includes Automated e-Navigation workstations (AWS) of e-Navigation having both standard functions of VTS operator display module (monitoring, radar picture, AIS, ENC, generation of alarms and messages) and functions of е-Navigation.

Following has been manufactured and arranged in the course of the "e-Sea" R&D:

• main maritime ARM - in the VTS center of Saint Petersburg (Petrodvorets),

• main river ARM - in the office of Vessel traffic management service (VTMS, Schlusselburg),

• Additional maritime ARM - in the 41th berth of the Bolshoy (Big) port of Saint Petersburg in the office of harbor pilot service of FSUE “Rosmorport”.

• two additional river ARMs are arranged in the in VTMS of the Administration "Volgo-Balt" FBI (Sviritsa settlement and Otradnoe town).

ARM fitted in the "VTMS center, Saint Petersburg " of the North-Western Basin Branch of FSUE “Rosmorport” in Petrodvorets (previously, "Raskat") is presented below. 

Next photo shows main e-Navigation ARM of shore river segment arranged in Schlusselburg. Oreshek fortress located near of it is one of business cards of Schlusselburg. 

Expansion of functionality of е-Navigation on all five arranged AWSs is planned in future, as well as arranging of closer interaction with the ship equipment presented below .

 Equipment of testbed ship segment

7 ships of the North-Western Basin Branch of FSUE “Rosmorport” operating in the water area of the eastern part of the Gulf of Finland were equipped with pilot items of software and hardware systems including Electronic Chart Display and Information Systems (ECDIS) customized for tasks of e-Navigation in 2016-2017 in the course of implementation of the first stage of R&D.

Expansion of functionality of е-Navigation for ECDIS presented below have been carried out within next 2018-2019 years.

Appearance and complete set of maritime ECDIS are presented in the next photo.

Upgraded ECDISs were installed on the following ships:

- Dmitriy Sirotkin

- Captain Zarubin

- Captain Nikolaev

- Captain Plakhin

- Captain Sorokin

- Ermak

- Mudyug

Besides, 5 ships of Administration "Volgo-Balt" FBI were completed with ECDIS pilot items customized for tasks of e-Navigation.

It is planned that functionality of ECDIS and ECDIS itself will be developed and added with new tasks related to e-Navigation in the course of further project work.

Equipment of testbed pilot segment

Maritime and river segments of the testbed will be also completed in the framework of the 1st stage with equipment to provide information about navigational situation, position, conditions of fairway, and weather conditions for sailing transmitted to the ship for skippers, pilots and shore services.

Pilot services of the FSUE “Rosmorport” and Administration "Volgo-Balt" FBI have been completed with 10 (5 for each service) pilot items of Pilot personal units) (PPU) based on tablet computers with capability to perform functions of e-Navigation, as well as to expand functionality while the e-navigation is being developed.

Functionality of e-Navigation of the given PPUs was expanded in 2018-2019 in the framework of the second and third stages. Launching of ARM in the 41th berth of the Bolshoy (Big) port of Saint Petersburg resulted in sharp improvement of capabilities of the FSUE “Rosmorport” pilot service including in the context of interaction of maritime segment PPUs.


Every PPU includes:

- tablet computer with the installed dedicated software for pilotage (with functions of electronic charts display, monitoring of own ship position, planning and monitoring of route, and creation of user elements on the chart);

- set of electronic navigational charts for area of pilotage;

- unit of wireless interface with the vessel AIS equipment.

Additional experimental equipment

Taking into account traditional innovation status of the North-Western Basin Branch of FSUE “Rosmorport” and Administration "Volgo-Balt" FBI  under the umbrella of Rosmorrechflot,  the "Hermitage" testbed became a test site for trials of advanced experimental models of equipment for the industry.

 Brief information about pilot items of equipment developed in the framework of "e-Sea" R&D, as well as works for development of other R&D by the order of the RF Ministry of Transport is presented below.


Automated level measuring posts 

Pilot items of two on-line automated level measuring posts have been developed and now they undergo pilot operation in the framework of the R&D. They have specific feature which has not used previously in Russia: independence of operation.


Thus, it is assumed that the level measuring unit is fitted in the beginning of inland waterways navigation, and it operates independently (without recharging and connection to power supplies and communication units) until the end of navigation, i.e. at least 5-6 months. 

Unit of solar batteries and ultrasonic sensor are fitted separately, and it enables to adjust the system more flexibly when arranging it at different facilities. Control unit with independent accumulator battery is located in a separate plastic body. Web-interface of the system is shown in the lower part of photo. It enables to get aware of the received data remotely through Internet.

Location of posts during pilot operation is shown in the next photos (one of the previous models is presented in this photo). Information about current level of water is supplied on-line via GSM channel to the server, where it is processed and displayed for the VTS operator. 


Synthetic AIS AtoNs

Implementation of synthetic virtual aids to navigation (AIS AtoN) is one of the key trends of the e-Navigation. In future, this will not only serve to improve safety of navigation (due to transmission of actual position of AtoN via AIS channels and its display in the ECDIS), but also to essentially reduce costs for support of real AtoNs (buoys, beacons).

System of synthetic AIS AtoN with operation via SBD Iridium channel is a new development in Russia (in the framework of the R&D). SBD (ShortBurstData) is a service of Iridium satellite communications system for transmission of data short bursts. Due to it a relatively low-cost system of data exchange with buoys has been created enabling to steadily operate in the regions with no cell coverage. 

In accordance with the R&D Requirements specifications, a traditional synthetic AIS AtoN with data transmission via GSM channel (mobile communication) has been developed.

ENC remote transmission systems

This work is carried out for one more R&D "Monitoring-transmission-ENC"performed by the "Kronshtadt group" by the order of the RF Ministry of  Transport (in the framework of the "GLONASS" FTP).

ENC remote transmission system was incorporated into R&D "Monitoring-transmission-ENC" as the"last mile". Task of the ENC remote transmission system was low-cost and prompt delivery of electronic charts to the vessels in the event of no mobile communication. This task has been solved due to usage of Yamal-express satellite communication fixed system, server and powerful Wi-Fi router. Due to low-cost connection via Yamal-express connection (or connection to cable broadband Internet), such system provided constant updating of charts stored in the server and other required information. Software of server enabled to receive updated ENCs and download own files, for example, results of hydrographical survey free of charge and without physical contact with the ENC remote transmission system for a distance of Wi-Fi antenna operation (up to 1-3 km).

In November of 2018 in the course of the Customer Commission activities a decision was taken to arrange both pilot items at the facilities of the Administration "Volgo-Balt" FBI.

It was envisaged to expand functionality of the ENC remote transmission system, particularly to provide access of Volgo-Balt vessels to Internet, internal services of the company, etc. Taking into account availability of cable Internet at the facilities of Volgo-Balt, usage of satellite communications systems in the testbed was not anticipated.

Idea of the described equipment is patented (see Fig. below).


Pilot items of two  Systems for remote transmission of ENCs.

 Automated hydrographic trawling complex

 One more interesting idea implemented in the framework of "e-Sea" R&D: development of the Automated hydrographic trawling complex pilot item  (AHTC).

 This idea has a world novelty. That is why in the beginning of 2018, an application for patent was made in the framework of the AHTC development, and the item was patented (see photo below). In 2019, this patent was transferred to the State.

AHTC enables to eliminate weaknesses of contact mechanical trawling in water areas (narrow strip for trawling, low speed, vessel with high displacement) and replace it with contact-free hydrographic trawling.

In 2019, the system will be arranged on in-service hydrographic boat of the Administration "Volgo-Balt" FBI. It will undergo pilot operation and acceptance tests as a part of the testbed equipment.


Application of drone technologies for inland waterways 

One more promising trend in the framework of "e-Maritime" R&D is an application of drone technologies in the water and air.

List of works which can be carried out by unmanned aerial vehicles (UAV) and unmanned motor boats (UMB) was assessed in this work.

Practical steps in 2018: test imaging of rivers was carried out (see photo below), and comprehensive flyover of Svir river water area with taking images at different altitudes using different means (photo, video, infrared survey, etc.) is planned for 2019, see photo below. UAVs of "Kronshtadt group" will be involved for these works.
