Technologies and tasks of testbed
"Hermitage" e-Navigation testbed has been created, and it operates in accordance with recommendations of Guidelines No. 1107 of the International Association of Lighthouse Authorities (IALA). Original document and its translation into Russian are presented in the "e-Navigation library".
Composition of equipment (more details ...) and list of e-Navigation functions to be implemented were specified by the Customer, RF Ministry of Transport, in accordance with recommendations of key companies of the industry involved in creation of the testbed : Rosmorrechflot, “Rosmorport” and Administration "Volgo-Balt" FBI.
When drawing up the above list of e-Navigation functions to be implemented, the Guidelines of the International Maritime Organisation (IMO) and IALA were taken into consideration, first of all:

Key goals of "Hermitage" testbed creation:
• Creation of site to test new technologies first of all, e-Navigation, but not limited to it. It is expected that the testbed will be used in other projects, particularly, in MariNet NTI, etc.
• Implementation of e-Navigation functions in the equipment used in the shore, ship, and pilot segments of testbed.
• Arrangement of unique site to test various aspects of interaction of sea and river waterways.
Implementation of e-Navigation functions
In accordance with the "e-Sea" R&D Requirements specifications ", staged implementation of additional functions for software of the arranged testbed equipment is provided.
Basic functions of e-Navigation were implemented at the first stage (2016-2017), in particular: enhanced capabilities to display objects for VTS operator, exchange of the planned traffic routes between vessel and VTS operator, transmission of VTS targets and safety messages to the vessel, information exchange between VTS and vessel with the use of text messages.
Extended functions of e-Navigation were implemented at the second stage (2018), in particular: monitoring of vessel positions by VTS operator with subsequent warning of skipper about deviation from the planned route and approach to dangerous areas, transmission of VTS targets (radar and AIS) to the vessel via AIS channel, remote monitoring of operation and service of the vessel navigational systems, implementation of the port information services and info-analytic service for control of pilot service.
Tasks to implement additional layers of information and prototypes of decision support systems for VTS and vessel are being solved at the third stage (2019).
Tasks for 2020 will be specified upon completion of works in 2019.
Apart from the above listed tasks, development and implementation of innovation equipment to maintain a required level of navigation safety is planned in the course of the R&D. It is about independent level measuring posts, synthetic AIS AtoNs, Systems for remote transmission of ENCs, Automated hydrographic trawling complex, etc. For more details about these developments, see Section "Equipment".
